A sum of Rs. 12.70 crore was provided in the plan budget for the year 2007-08 for the construction and repair works in the Govt.Colleges and Rs. 2.00 crore were provided under the strengthening and maintenance of infrastructure scheme. In 2005-06 the Principals of Govt. Colleges of Haryana had been authorized for the first time to incur an expenditure upto Rs. 10.00 lakh on construction works at their own level whereas this amount has been enhanced upto Rs. 20.00 lakh from the year 2007-08. Besides it, a sum of Rs. 2.00 crore is provided in the budget for construction of Shiksha Sadan at Panchkula for all the three Directorates of Education.

In order to empower the female students and bring out talent amongst girls, a new scheme was started from the year 2005-06. Under this scheme, Women Cells have been established in all the Govt. Colleges of the State to organize various activities to bring awareness among students on gender related issues. An amount of Rs. 45.00 lakh has been sanctioned for the year 2007-08 for this scheme and the same has been distributed amongst all the Govt. Colleges.

Earn while you learn scheme was started from the year 2005-06 to provide incentives to students. In this scheme a student can earn up to Rs. 1200 per month. An amount of Rs. 45.00 lakh has been sanctioned for the year 2007-08 for this scheme. This amount has been distributed in all Govt. Colleges as per requirement of students.
A scheme was started from the year 2005-06 to modernize and upgrade the laboratories in Govt. Colleges. A budget provision of Rs. 66.00 lakh has been made during the year 2007-08. This amount has been distributed to all Govt. Colleges as per requirement of institutions.

A new scheme of Human Resource Development for the training of teachers and supporting staff has been started from the year 2005-06. An amount of Rs. 25.00 lakh has been sanctioned for the year 2007-08 for this scheme. In order to encourage research and development studies in the State a new scheme was started in the year 2005-06 to award projects to NGOs and Research Scholars for research on topics pertaining to current Education Scenario. An amount of Rs. 5.00 lakh has been made for the year 2007-08 for this scheme.

Education for weaker sections/women is a vital component of the overall strategy for securing equity in education. Education is a major factor in developing and thereby optimizing the contribution of weaker sections/women in the Society towards socio-economic development of the Nation. As a step in this direction, it is proposed to provide financial assistance to approximately 1200 (600 boys and 600 girls) students of SC/ST categories who participate in the excursion/educational tours of the Colleges. The visit to various prominent places of historical and cultural interest will enhance their awareness and knowledge and help chisel their personality. A sum of Rs. 100.00 lakh has been approved for 11th Five Year Plan 2007-2012 and Rs. 16.00 lakh has been approved during the year 2007-08.

Placement Cells have been constituted in all the Govt. Colleges under the supervision of the Principal and senior most Lecturers of the Colleges. A sum of Rs. 16.00 lakh has also been distributed at the rate of Rs. 25000 per College in 64 Govt. Colleges for this purpose for the year 2007-08.

The department of Higher Education is implementing various scholarship schemes for meritorious & needy students. These are "State Merit Scheme", "State Meritorious Incentive Scheme' and "Under Graduate Girls Scholarship Scheme (+2 Level). Apart from these, there is a scheme to grant scholarships to the poor and needy students from Scheduled Caste/Backward Classes category. A total amount of Rs. 22.22 crone approximately has been allocated for these scholarship schemes during the year 2007-08.

New schemes of scholarship have been introduced for Scheduled Caste students and one for general students under Special Component Plan Scheme for the year 2007-08.
a) A bicycle will be provided to SC girl students in Govt. Colleges who will have secured 50 percent marks or above in 10+2 class or in next class. The expected number of eligible students is around 3000. Rs. 67.31 lakh has been earmarked for this purpose.
b) The SC students will be provided a complete set of text books during their study period in every class. The expected number of students is around 9000. Rs. 2.00 crore for the year 2007-08 has been earmarked for this purpose.

Special incentive to weaker sections is being given through a scheme of Remedial Coaching in the subject of Science, Maths and English for the students belonging to weaker sections of society like SC/BC including belonging to educationally backward Minorities (Muslims). This scheme envisages special coaching for three months in an academic year in each subject. Incentive is given to lecturers at the rate of Rs. 800 per subject per month per class. A sum of Rs. 940800 has been distributed in 55 Govt. Colleges as per their demand for this purpose for the year 2007-08.

Under the scheme Incentive to students of Minority Groups muslim students ( Boys & girls) are provided Rs. 500 each for stationery and Rs. 1500 each for bicycle on the condition that the annual income of their parents does not exceed Rs. 50000 per annum. The grant for bicycle is released only once i.e. at the entry level and the amount of Rs. 500 is given in all the three sessions. For the year 2007-08, a sum of Rs. 4.97 lakh has been distributed in 39 Govt. Colleges as per their demand for this purpose.

With a view to improve the standard of sports and to raise the participation of students in sports, a new scheme was started in the year 2005-06 and an amount of Rs. 60.00 lakh was distributed. Budget provision of Rs. 2.30 crore has been made during the year 2007-08. In order to encourage the students belonging to SC/ST categories for their participation in sports activities, it is proposed to provide incentives to them in the shape of diet and sports kit per student who participate as team members in any of the recognized disciplines at inter College level/inter University level/State level/National level events. Any regular student belonging to SC/ST categories who participates as a team member in any of the recognized disciplines at inter College level/inter University level/State level/ National level event shall be eligible under this scheme. Under this scheme, each eligible student will be provided financial assistance worth Rs. 60 per day for 100 days in a year for diet and Rs. 2000 for the purpose of track-suits, sports shoes, vests and shorts etc. to 125 boys and 125 girls students belonging to SC/ST catogries in a year subject to the condition that the student will not claim such assistance during the relevant period under any other similar scheme of the Government. For the year 2007-08, an amount of Rs. 14.00 lakh has been approved. It will be distributed as per the requirement of the Colleges.

The Scholarship amount to be awarded to the NCC Cadets has been increased from Rs. 100 to 200 per month and Cadet strength increased from 42 to 84 during the year 2006-07. The new 3rd Girls Bn. at Hisar has been raised so that girl students of the District of Hisar, Sirsa, Jind, Fatehabad & Bhiwani may be benefitted. Rs. 25.00 lakh have been earmarked during the year 2007-08 on plan side for this purpose.

The National Service Scheme popularly known as NSS was launched in Gandhi's centenary year in 1969 named as development of students through community service. The motto watchword of the National Service Scheme is "NOT ME BUT YOU". This expressed the essence of democratic living and upholds the need for self service and appreciation of the other man's point of view and also to show consideration for fellow human beings. The scheme now extends to all 10+2 Schools, Colleges & Universities in the State. The expenditure of the centrally sponsored scheme is shared by Govt. of India and State Govt. in the ratio of 7:5 . During the year 2007-08 for 956 NSS units, an amount of Rs. 2.96 crore has been sanctioned.
