Secondary Education
After establishing one of the most extensive educational network, five channels
for providing education across the State have been established during this
year. Accordingly, education through EDUSAT is being imparted to College students,
students in Technical Education Institutes, students in Senior Secondary Schools
in all streams and to the students in Primary classes. For this purpose, an
amount of Rs. 41.19 crore was given to Antriksh Corporation Ltd. ( A unit
of ISRO) for installation of SITs/ROTs/DTH in the schools.
Under Free Computer Education Programme, free Computer training to the students
of classes 6th to 12th will be provided to 1232 Govt. Senior Secondary Schools.
The Computer education training has been started by private service provider
from the academic year 2007-08. An amount of Rs. 2187.00 lakh was sanctioned
during the year 2007-08. The Government has further planned to have full-fledged
networked Computer Labs of 25 Computers each in 205 Senior Secondary Schools
in the State wherein Computer education will be provided to the students with
the objective of improving their employability.
A scheme was started from the year 2005-06 to modernize and upgrade the laboratories
in Govt. Colleges. A budget provision of Rs. 66.00 lakh has been made during
the year 2007-08. This amount has been distributed to all Govt. Colleges as
per requirement of institutions.
In order to make education system more flexible, Semester System has been
introduced in Haryana State. Haryana is the first State in the country which
has started Semester System. Through this system every student will be required
to do hard work throughout the year. The results of introducing this system
have been very encouraging. Enrolment as well as attendance in schools will
be increased through this system. Qualitative improvement will also take place.
State Govt. is providing educational facilities within a minimum distance
(radius) to children. Now educational facilities are available within the
radius of 1.06 Kms., 1.29 Kms., 1.58 Kms. and 2.45 kms. for Primary, Middle,
High and Sr. Secondary level respectively in the year 2007-08. After having
set up sufficient number of schools of all levels, the efforts are now being
made to improve the quality of education in existing schools. In a way the
emphasis from now onwards would be on upgradation and consolidation of infrastructural
facilities in the existing schools rather than upgradation of schools to higher
classes as such.
Govt. provides many incentives to Scheduled Caste and weaker section students
to increase the enrolment and reduce the drop out rate in classes 9th to 12th
in Govt. Schools, such as free uniform, free stationery. Besides this Govt.
also provides Rs. 500 for purchase of jersy, shoes and socks to Schedule Caste
Girl students in classes 9th to 12th and Rs. 235 for purchase of Dictionary
(English and Hindi) from 2007-08.Under Rajiv Gandhi Scholalrship Scheme for
excellence in education the Government provides Rs. 1000 per year to one Boy
and one Girl student who stood first in Ist Division in classes 9th to 12th.
The State Govt. has opened one Govt. Model Sanskriti School in each district
to provide education to student at par with other Model School running in
the other States/UTs.The Scheme was well received and it was decided that
upgraded facilities and infrastructure in the 20 Govt. Model Sanskriti Schools
will be provided during the year 2007-08. The facilities in these Schools
are being upgraded as per the norms through the "Sanskriti" society.
As per Census 2001, the literacy rate in Haryana State is 67.91 percent. The
State Govt. will make all out efforts to make Haryana completely literate.
There has been a provision to honour 32 teachers for their exemplary/outstanding
contribution in the field of education / sports / cultural activities/ social
service. Now State Govt. from the year 2006-07 has increased the total number
of these awards from 32 to 90. Earlier the teachers/lecturers working in DIETs/GETTIs
were not eligible for these awards but now they have also been included in
these awards. The State Govt. has also enhanced the Cash Prize from Rs. 5000
to 11000 from the year 2006-07. In the year 2007-08, 42 teachers have been
honoured with the State Award.
There is a provision of Rs. 14.66 crore on Plan side and Rs. 13.00 crore on
Non-Plan side for the current financial year 2007-08. Total 616 GSS Schools
have been taken up for construction of Computer Labs and 115 GSS Schools have
been covered for ROTs/SITs connections.
The State Government has decided to introduce Project Based Learning in all
the classes. A set of projects for every subject of all classes have been
got prepared through subject experts by SCERT, Gurgaon and these projects
are expected to give practical in-depth knowledge to the students and is also
expected to improve their skills in presenting their projects.
Primary Education
The State Government has been endeavoring to make education facilities available within the easy reach of the
children for achieving the goal of universalization of Elementary education. The schooling facility is made
available within the average radius of 1.06 Kms. and 1.29 Kms. at the primary and middle level respectively.
During 10th Five Year Plan, besides 3769 posts of JBT sanctioned by Sarva Shiksha Abhiyan, 12 posts of JBT teachers
were sanctioned to cover additional enrolment as also to provide staff in the Branch Primary School upgraded to full-fledged
Primary Schools.
Under Mid-Day-Meal scheme, five recipes (Daliya, Meetha Rice, Vegetable Pulao, Paushtik Khichari & Bakli) having
450 gms. calories and 12 gms. protein content has been provided. 1849 Kitchen Sheds are being built up in Govt.
Primary Schools. Central Govt. has started Mid-day-Meal Scheme in Govt. Local Bodies & Private Aided Middle Schools
(Classes VI-VIII) from October 2007. This scheme has been started in 36 Blocks which are Educationally Backward in 10 districts.
The State Government is committed to implement the centrally sponsored scheme of Sarva Shikha Abhiyan (SSA) in
financial partnership with the Central Government. The financial partnership in 11th Plan period between the State
and Central Government is being proposed by the State to be in the ratio of 65:35. The scheme is to be implemented
through a State level Society and the work has been entrusted to State Project Director (SPD). This scheme is a multi-faced
attempted to achieve universalization of primary education by 2007-08. Eight years of elementary schooling by 2010 and to
ensure that all children are in school by 2008. The objectives are to be achieved by various inputs i.e. provision of teachers,
opening of schools, alternate school facilities, quality improvement programmes, provision and strengthening of infrastructure
etc.
EDUSAT is the first exclusive satellite serving the education sector. It is specially configured to meet the growing
demands for an interactive satellite based distance education system for the country through audio- visual medium.
EDUSAT is primarily meant for providing connectivity to Schools, Colleges and Institutions of higher education and also
to support non- formal education including development communication.
The construction of Govt. Primary Schools is being implemented by SSA. An amount of Rs. 2000.00 lakh has been proposed
for the repair/maintenance of Govt. Primary Schools.
The Government has enhanced the educational qualification of JBT teachers for improving quality of teaching in general
and English subject in particular in Primary Schools. Now the qualification of JBT teachers is Graduation with English
as an elective/optional subject.
At present free text books are given to all Girl students and SC students up to 8th class under Sarva Shiksha Abhiyan.
To bring down drop out rate and to provide qualitative education up to Elementary level, it is proposed to provide free
text books along with workbooks to all students up to Elementary stage
All the Scheduled Caste students, both boys & girls, studying in classes
I to VIII are to be given a monthly stipend at the following rates:-
1. All the Scheduled Caste boys studying in classes I-V and classes VI to VIII at the rate of Rs. 100 and Rs. 150 P.M. for 12 months respectively.
2. All the Scheduled Caste girls studying in classes I-V and classes VI-VIII at the rate of Rs. 150 and Rs. 200 P.M. for 12 months respectively.
